Abstract:

A theory of the supply of first-term military manpower is developed, and differentials in alternative civilian earnings and in tastes for military service of potential first-term enlistees by mental ability are examined. Statistical supply curves are estimated from time-series and cross-section data. Estimates of the effects of the draft are derived from data for the period 1948 through 1951 along with estimates of the additional payroll costs of an all-volunteer enlisted force in the absence of a draft. The pay of first-term enlisted personnel is compared to that of civilians of comparable age, education, and mental ability.
