Abstract:

The report discusses the involvement of the military in natural disaster operations and the character of military-civilian relations when such involvement occurs. Data drawn from the United States as well as other societies indicate that military organizations often perform important emergency tasks for communities struck by disaster. Military organizations may take part in disaster warning, rescue, security and other disaster-related activities. Authority relations and coordination are some of the problem areas in military- civilian relations during disaster operations.
