The document notes an acceleration of the revolutionary process in the black community in the last two or three years, offset in part by a time-lag between the state of mind of the mostmilitant leaders and that of the masses whom they are trying to draw along with them. In discussing prospects for violence in the ghetto, the most important question asked is whether the rate of radicalization of the black masses is still slow enough to allow time for the implementation of measures that would arrest the trend which would make the militant leadership the controlling, dominant, political force of the black movement.
