Abstract:

This paper is an outgrowth of exploratory work on illicit economic activity. It focuses on the effects on economic development of a particular class of illicit activity -- graft. A simple disaggregative approach to the analysis of propositions about the effects of graft is suggested this approach is then applied to a fairly large number of propositions drawn from or suggested by the literature. Indirect effects of graft, which may be very important, are not dealt with. Nor is any empirical evidence presented, but possible avenues for empirical study are discussed. Author
