The report describes an exploratory study into the role and operation of an interactive display-oriented computer as an aid in the formulation and structuring of poorly defined problems. The approach is extremely pragmatic. A toy system, Environ-1, was implemented. The conclusion of this study is that passive Environ-like systems can play a significant part in a planners tool kit. Further research in the area of on-line systems to support the ongoing dialogue of a team of planners is recommended. Author
