Abstract:

A manpower management model was designed to reflect four factors of concern to personnel managers procurement, training, reassignment, and retention. Within the framework of this model, seven basic indexes were developed to yield simple, reliable descriptive data by which a manpower structure can be assessed at given points in time. These indexes permit evaluation of the consequences of past policies and anticipation of needs for future policy change. By means of the simple ratio indexes, specific manpower problem areas can be identified, and force strength can be compared across seven dimensions loss, retention, gain, flow, transfer, utilization, and stability and at various levels within an organization.
