A theoretical approach was made to developing a technique for approximating the time error of a signal from a satellite caused by free electrons reducing the electromagnetic propagation speed. The development involved the use of the Transit satellites dual frequency transmissions at 400 and 150 MHz, the ANSRN-9 receiver, and a knowledge of the orbital location of the satellite. The technique gives a reasonably close delay measurement for a given satellite at a given time under a given ionospheric condition. Author
