Abstract:

The Report of Enlisted Performance Evaluation NAVPERS 792 provides for the evaluation of enlisted men on five traits. Minimum marks on specific traits and on the overall average of all marks have been established for certain administrative actions. The most recent studies of the effectiveness of this rating form were conducted almost a decade ago and there is reason to believe that, due to restriction in marks assigned, the NAVPERS 792 is no longer an adequate instrument for evaluating enlisted performance. Three areas of performance evaluation were investigated first, the administrative uses and needs for performance information were determined second, the method of teaching evaluation techniques was investigated and third, a Navy-wide sample of NAVPERS 792s was collected and the marks and comments thereon were statistically analyzed.
