The purpose of the study is to illustrate the use of the LMI in identifying the relationships between military highway and commercial movement modes of transportation in terms of the relative tons of cargo moved by each, and to measure the cost of movement of cargo by commercial means in USAREUR. Additional relationships provided by the LMI consist of a The amount of military highway compatible and non-compatible cargo moved by commercial means. b The cost of military highway compatible and non-compatible cargo moved by commercial means. c A distribution of tons moved and cost of movement of cargo moved by mode of commercial transportation, providing for each mode the stratification of military highway compatible and non-compatible cargo described in a and b above. d Measurements of all of the relationships described in a, b, and c above related to traffic density areas.
