Abstract:

The context for postattack research is one in which research efforts attempt to address the problems of nuclear war in terms of its effects upon survivors, their society, and the institutions that make up its way of life. The importance of postattack objectives is emphasized. It is from these objectives that criteria are developed for guiding research in projecting analytically the survival and recovery process. Using these criteria the likely aftereffects of an attack may be separated from the many possible outcomes. The use of benefit measures, costs, and methods for handling uncertainty is advocated. Within the context, approaches to postattack research planning, programming, and review are developed. The results of the study are reported in a four-volume set of documents.
