The report indicates the importance of improving our understanding of the process of change and summarizes some of the relevant literature on the diffusion of innovations drawing from studies in rural sociology, cultural anthropology, industry, education, and psychology. There also is a brief outline of two paradigms or pre-models of change which may have utility to practitioners as well as suggesting to scholars the large gaps in the knowledge that must be filled before a theory of change can be formulated.
