The purposes of this project were 1 the design and programming of a computer-based recruit assignment system, COMPASS II and 2 an evaluation of the quality of recruit assignments obtained using COMPASS II as compared with the quality of assignments made using manual procedures. Based on an analysis of Navy recruit assignment policies and procedures, the contractor developed a sophisticated multiple-overlay, single submission computer-based system, COMPASS II. Within the constraints imposed by Navy assignment policies, COMPASS II optimizes a the fill of quotas, b transportation savings between Naval Training Centers and advanced training locations, c adherence to interviewer recommendations, d the probability of success of each recruit in the training category to which he is assigned, and e adherence to specialized assignment policies for all specially procured as well as lower mental standards personnel. COMPASS II solutions clearly excelled in all respects when compared with manual solutions to the same assignment problems. Further, the COMPASS II system will permit considerable escalation in the sophistication and complexity of allocation policies -- policies which, if implemented, would very desirably enhance the utilization of recruit resources.
