Abstract:

Author criticizes industry for attitude towards inventions, and suggests that when an invention can be widely applied in industry one enterprise should not have to bear the cost of development. A national research institute or planning organization should have charge of evaluating inventions and should arrange for their acceptance and application. Cites the example of Japan and U.S.A. both of whom are willing to buy foreign inventions and industrial processes.
