Abstract:

The report discusses a decree of the Presidium of the Supreme Soviet, USSR dated 26 July 1966 regarding hooliganism and its control. Hooliganism is defined as anti-social behavior. Various legal degrees of gravity are defined minor hooliganism, hooliganism, and malicious hooliganism. The decree specifies the appropriate police action, court action, and punishments for each degree of the crime. A special section is devoted to actions by citizens against hooligans. No redress can be claimed by the culprit for injuries suffered at the hands of a citizen acting to put down the offensive act.
