The report contains a description of the models to be used in analyzing the capabilities of ground-based sensors in determining the mass of orbiting bodies, model coefficients, and the justification for their selection. Relations are derived for computing sensitivity coefficients and their coupling to mass variance for the case of noisy, biased sensors monostatic and tri- static radars, Baker - Nunn cameras, and for spherical and tumbling cylindrical satellites.
