Abstract:
The imminence of public computer utilities and the advent of mass information services transforms the role of the public from spectator to participant in real time information systems. This transformation requires the development of a public philosophy that is consistent with democratic control over social information power that is growing at an unprecedented rate. The elements of such a philosophy are developed from basic theoretical concepts concerned with real time events, real time information systems, and the extension of experimental method to social affairs in the form of real time science. To deal with mounting social problems in time to solve them, emphasis is placed on human mastery over real-world events, particularly through the design and implementation of pluralistic and competitive real time information systems in the public domain. The case is presented for an extension of the legacy of American Pragmatism--particularly the work of Peirce, James, and Dewey--to meet the growing need of a public philosophy for real time information systems.
