Abstract:
The strength of the Viet Cong lies principally in its organization, not in its ideology or promises of material betterment. Until a way is found to loosen the grip of the organization, the Viet Cong structure is likely to survive. The decrease in popular support for the Viet Cong during the past two or three years seems to be based in part on acquaintance with what life is like under the Viet Cong and in part on the fact that fewer rural people do not expect the insurgents to win the war. The change is significant as an indication that people in the villages controlled by the Viet Cong may be ready to accept and support a government that is able to serve and protect them.
