This manual was prepared by Weather Bureau personnel, with the collaboration of representatives of the Air Force and Navy, to secure uniformity in taking and recording surface observations. It has been approved by appropriate officials of the Weather Bureau, Air Force, and Navy for joint use, as indicated by the abbreviation WBAN appearing in the title. Therefore, the instructions are equally directive upon all meteorological personnel of these three organizations.
