Abstract:

In the general discussion on how to make the best use of existing Federal laboratories, the following issues are explored how to use or redirect a laboratorys capabilities when it essentially has completed its assigned mission what policies or procedures foster or hinder an agency of Government making use of the capabilities existing in a laboratory funded by another agency how can, or should, mission-oriented laboratories be responsive to national problems -- such as transportation, housing or crime -- in which they may have a capability to what extent should laboratory directors have funds available to respond to new areas of opportunity, and what guidelines are there to determine if new laboratories should be created to respond to new missions or if the job can be handled within existing laboratories.
