An outbreak of mass fires introduces serious additional life hazard factors which may require extensive modifications or overhaul of existing concepts of shelter design, construction and management. In this report the various life hazard factors associated with mass fires and the effects these would have on shelter occupants are discussed. Experiments both field and supporting laboratory experiments and facilities needed to more accurately determine or predict the effects of the various hazards on shelter occupants and for development and evaluation of protective measures are described. Basic biological test design considerations and certain precautions necessary in carrying out biological experiments are discussed.
