The measurement of the dielectric constants and losses of a large number of solids and liquids over a range of temperature and a very wide range of frequency is reported in a list of 45 papers. These measurements are used to draw conclusions as to molecular rotation in solids and to calculate molecular and intramolecular relaxation times, which give evidence as to molecular structures, inter- and intramolecular forces, hydrogen bonding, and resonance. Dielectric loss is found in pure, nonpolar liquids at millimeter wavelengths. Author
