The research team put its major effort into the collection of data on the technical professional manpower of the defense RD establishments studied. Major emphasis was put on data concerning the industrys technical professionals because of The dominant role played by the industrys engineers and scientists in the industrys products and its production costs The relative national importance ascribed to technical professional manpower as a resource The manpower data came from two types of company records 1 records of overall manpower statistics, and 2 individual personnel records. Materiel procurement data were also obtained from company records on commitments or disbursements for materiel by geographic area and by size of business. Because of the research decision to place the major emphasis of the study on technical professional manpower, only limited data on industry-community interactions were obtained. These data pertained primarily to industry-university relations and the sources of financing of new R and D companies.
