Abstract:
The overall purpose of these studies is to develop a body of knowledge about the structure, organization, and dynamics of the defense R and D industry in the United States as an aid to the Office of the Director of Defense Research and Engineering ODDRE. The body of knowledge is intended to provide a basis for improving ODDREs ability to 1 Set and modify Department of Defense DOD Research Development Test and Evaluation RDTE objectives, as they relate to nontechnological factors affecting the performance of defense RDTE either directly or through the environment in which such work is performed. 2 Supervise the achievement of these objectives. 3 Encourage improvement of the defense R and D industrys capability and efficiency in meeting DODs needs and other national needs. 4 Modify or mitigate the deleterious effects of shifts in defense R and D procurement.
