The report describes in detail the model, apparatus, and techniques used in the investigation and presents the experimental results in both tabular and graphical form as nondimensional hydrodynamic coefficients and as stability and control derivatives. It is concluded that, if the same model, instrumentation, test procedures, and initial conditions are used, the same numerical values can be obtained for the individual static stability and control derivatives from rotating-arm tests as from straightline tests.
