Abstract:

The report is concerned with the growing need for more intelligent application of science to the use of water in the United States. The view is developed that planning should center on the needs of the populace of a particular area rather than on water per se. New institutional arrangements are suggested in order to deal with the increasingly complex nature of water resource decision processes. It is emphasized that the decision-making process itself must be responsive to advances in science and technology which increase the alternatives to be considered and which aid in evaluation of the alternatives.
