The report summarizes the activities of a design definition phase Phase I of a program to design, fabricate and evaluate a set of HYSTAD-equipped, subcavitating, fully-submerged hydrofoils on the U. S. Navys high speed hydrofoil research craft, FRESH-1. HYSTAD identifies a mechanical HYdrofoil STAbilization Device for providing stability to fully submerged hydrofoil systems in a highly reliable and nonelectronic manner.
