Abstract:

The report discusses the accomplishments of the Air Force Office of Scientific Research, the principal Air Force activity which sponsors phenomena-oriented research in universities and other parts of the scientific community. The main emphasis in this discussion is on the utilization of this research by the Air Force and other parts of the Department of Defense. AFOSRs mission is described with emphasis on its interface role between the scientific community and the Air Force users. Results are outlined of a survey undertaken by AFOSR to document how basic research results provided by AFOSR are used in military technology. Striking examples occur in such areas as instrumentation, design techniques, and manufacturing methods, illustrating the difficulty of identifying, by analysis of weapons systems alone, the full spectrum of basic research contributions to the military. A model is advanced for the interactions between science and technology, suggesting that the most important contribution of current science to technology is its continuous supplying of a large amount of important, useful information, of the type which is ordinarily not identified when the source of technological innovation is being identified.
