The paper contends that data-input problems can be dealt with most effectively if data-input techniques and equipment are made integral parts of an electronic data processing EDP system. Plans for data-input equipment and techniques should be developed concurrently with those for the EDP equipment and system design. The newer data-input techniques, such as character recognition by optical sensing or transmission of digital information over phone lines, can best be exploited if their use is considered while the data processing system is being designed, rather than being added as bits and pieces.
