On the basis of detailed physical analysis with the aid of dimension theory, the paper makes an attempt to discuss, in general terms, certain aspects of turbulence with various types of stratification. The tendency to transit from a state of forced convection to free convection is assumed to be continuous. In the case of limit stability, the hypothesis is advanced that the turbulent state is independent of the dynamic factor. A dimensionless universal function that satisfies the requirements of physical analysis is derived. Numerical values of the parameters appearing in the function were determined from observational data. Methods are given for determining the turbulence coefficient and the flows of heat, moisture and momentum from gradient observation data a procedure is suggested for practical application of the method set forth. The formulas proposed were checked against observational material from various sources. Author
