This report presents progress made jointly by HSR and SRI during the first phase of a continuing study of the operational commandcontrol function. The objective of the study is to facilitate the activities of system planners by providing a delineation and analysis of the basic functions involved in the exercise of operational commandcontrol, the principles of commandcontrol organization and operations, and a methodology for developing commandcontrol requirements. The work completed during the first phase of the study, and reported here, includes the definition of basic commandcontrol concepts, the formulation of a general description or model of the commandcontrol function, and a preliminary examination of the dependence of function model details upon the operational command level, the type of conflict, and the level of conflict.
