This paper deals with those situations involving an intermix of political, economic and social conditions arising from the needs and desires of a society to control the use of goods or services which cannot be allocated efficiently by a market mechanism alone. The items included are those which cause nuisance or harm to others, those which must be jointly constructed by taxation of privately appropriated resources those which are unique natural heritages such as beauty spots items held in common res communes such as air and light and a host of others. An attempt is made to set the problems arising from the features of communal goods into a game theoretic framework.
