A consideration of the latest phase in the relations between the military and the Communist Party in the USSR. Under Khrushchev and his successors, the rejection of nuclear war as a political weapon has prevailed. A military spokesman, Lt. Col. E. Rybkin, however, has attacked these views as defeatist and politically dangerous. His opinions, in turn, have been indirectly countered in the Polish press by Prof. J. J. Wiatr.
