Abstract:
The primary objective of the study is to present the cause, content and effect of Executive Order 10988 Employee-Management Cooperation in the Federal Service. It attempts to provide a synthesis of the best analyses and interpretations of the Order. In addition, the report includes a condensed history of Federal unionism. Some questions to be considered include 1 What actions or events led to promulgation of the Order. 2 To what extent is collective bargaining functional in a sovereign government. 3 Will government employees accept this as an opportunity to unite for a common goal. 4 What implication does this potential membership hold for organized labor.
