Abstract:

Comment on the article by Harry G. Johnson in the October 1964 issue of The Journal of Development Studies Tariffs and economic development some theoretical issues, particularly regarding a supposed detrimental welfare effect of technical progress brought about by domestic substitutions within a country for formerly protected imports. The contention is made that while technical change may provide opportunities for new kinds of commodity substitutions, which at first may make the country worse off, the technical improvement subsequent to the successful substitution may have more than offsetting beneficial effects, especially after domestic costs have fallen enough for major previous imports so that their domestic price falls below the previously protected level.
