Abstract:

A social power model is defined which may be used by the local civil defense director for analyzing social power in his community. The community members who have social power and affect the community decisionmaking process are designated as power actors. The power actors in five Iowa communities were interviewed. They were found to have similar personal and social characteristics. The power actors were perceived to have social power if the community was to build a community fallout shelter in the near future. The power actors civil defense attitudes, knowledge, sources of information, and actions were analyzed. The power actors 1 had a low perception of threat, 2 perceived that we should have civil defense programs which a licenses, marks, and stocks existing buildings, b encourages the construction of individual family shelters, c makes available financial assistance for the construction of public shelter spaces in new public buildings, and d encourages communities or local governmental units to construct their own locally financed community shelters.
