The work refines the mathematical formulation of the general steady-state problem about the structure of a selfconsistent electromagnetic field in the plane plasma magnetic field transition layer, and presents a qualitative analysis of solutions. Under the assumption of absence of captured particles, the law of decrease of the self-consisten field is found. It is shown that in this case, for a broad class of distribution functions of particles between homogeneous plasma and electromagnetic field, there is realized a sharp boundary. An attempt is made to formulate clearly all physical assumptions and mathematical restrictions, while perserving that order in which they appear in a natural manner in theory.
