A system is described for measuring the statistics of the phase quadrature components of the microwave field forward or bistatically scattered from random water waves. Information on the phase quadrature statistics of the incoherent scattered field is of aid to theoretical treatments and of application to over-water communication, radar, missile guidance, etc. Two types of simple random wave generators are described which produce approximately Gaussian water height fluctuations in the wave channel, which is 22 ft. long, 3.5 ft. wide, and 1.5 ft. deep.
