A summary of the statistical properties of the ionosphere and troposphere is presented. A mathematical model is developed to compute the phase errors due to the atmosphere. The phase errors are divided into random errors and residual bias errors. The residual bias error is the unknown component of phase error left after theoretical corrections based on measurements during satellite passage of surface index of refraction and ionospheric profile parameters. The total mean square phase difference is computed as the sum of four components.
