Abstract:
Some of the characteristics of planned replacement and the factors determining when and how it should be used for best results are discussed. The report establishes the conditions that must prevail before planned replacement is worthwhile, shows how likely they are to occur in practice, and explains how to quantify them. It then describes a sort of all-purpose goal that should allow the user to employ a single method to get just the emphasis he wants -- on reliability, cost, system effectiveness, or a mixture of the three. Finally, it describes some of the difficulties the user may encounter.
