The conclusion states ...In order to make work at all anything as arbitrary and forced as limitations upon war are likely to be, it would seem that one major requirement is that transgressions or violations be very easy to recognize and very difficult to deny. This is not to say that we may not use nuclear weapons in limited war it only underlines the problem of finding out how we can use them without thereby signaling the abandonment of restraints.
