Abstract:

The United States can and must maintain at least a condition of approximate strategic balance with the Soviet Union in the 1960s. If not, it is difficult to see how the United States can contest communist aggressions in the third areas of the world. This in turn will weaken and ultimately destroy the collective security system. The United States can and must maintain a limited war capability which will enable it to contest a fairly wide range of possible communist aggressions in the third areas of the world. It must maintain such a capability because it shall not be able to rely on its strategic forces to deal with limited aggressions in this period. Author
