An attempt is made to reconstruct from contemporary newspaper accounts and the MacArthur hearings the way in which U. S. policy-makers perceived and interpreted the North Korean aggression. An attempt is also made to show that the U. S. reaction to the aggression was influenced by uncertainty as to broader Soviet intentions.
