Abstract:
Te civil defense organization national to regional to state to local is conceived as a social system. The local civil defense director is conceptualized as an important link between the civil defense organization and the local civil defense area city, town, or county for which he is director. The local director provides information to the public and encourages decision-making by local individuals and groups. A social system analysis was selected as an appropriate general frame of reference for studying the question What are the characteristics attitudes, opinions, and knowledge of local civil defense directors. A study of Iowa directors provides the empirical data. A detailed analysis is also made of the extent to which the directors had carried out the various civil defense tasks expected of them by state and national civil defense officials an analysis of their role performance.
