Abstract:

Interest has recently been expressed by the BMEWS Program Office in the possibility of using satellites on known orbits to calibrate the BMEWS radars. A method of doing this was investigated over a year ago with negative results. This document describes the method used and the results obtained, and includes as an appendix a report written by Dr. H. B. Wackernagel, then 496L, who contributed extensively to the study. The work described herein was done several years ago, and shows why it has not, in the past, been considered desirable to calibrate BMEWS target coordinate measurements on the basis of satellite observations. However, it must be emphasized that improvements in computer programs and input data would necessitate a reevaluation of the conclusions contained herein. Author
