The roots of Soviet secrecy are too deep to be unearthed by any internal Soviet development or sweeping US policy move, but emerging forces and circumstances are exposing at least some of them to attack. This attack, however, must be a cautious one, conducted with sensitivity to the complexity of the terrain and its built-in pitfalls, and in as highly coordinated a fashion as United States policy apparatus will permit.
