Abstract:

A description of the Army cost model, which has been under development since the end of February 1962, is presented. This cost model is to be used for rapid cost estimating of alternative forces for use in cost-effectiveness studies and for pr jecting approximate budget sizes. In the development of this model, a determination was first ade as to the kinds of outputs the model shoul have. In general these outputs were made compatible with those of the OSD programming system. The model was then structured to simulate Army processes in a simplified anner, the structure being based on an intensive study of the organization, policies, and procedures of the Army. This memorandum then describes the data needed to develop the many inputs required for the model. Finally, a highly summarized schedule is presented on the over-all development work. This schedule is broken down into five categories re earch, documentation, programming, testing and operations. Author
