Abstract:
Between the spring of 1979 and the summer of 1982, the US Army Corps of Engineers managed a remarkable construction project in Israels Negev desert. This effort, carried out in a highly inflationary period and with a supply line thousands of miles long, produced two ultramodern Israeli air bases in a remarkably short time and at a cost that only exceeded original estimates by less than 3 percent. It also contributed directly to peace between Israel and Egypt.
