Abstract:

The following conclusions were drawn regarding contract negotiations 1 The existence of effective competition is the deciding factor as to whether or not cost data are required. However - there are wide variations of opinion in both government and industry as to what criteria constitutes effective competition 2 Similarly, there are wide variations of opinion in government and industry as to what criteria determines whether an item is proprietary, commercial or catalogue 3 There has been a definite trend by industry to categorize an increasing number of products as catalogue items for the sole purpose of evading submission of cost data under the pretext that a catalogued item is competitive and 4 Currently, the technique most commonly used by Air Force Procurement personnel for establishing realistic prices is analysis of detailed supporting cost data.
