Abstract:

The application of statistical decision theory to the problem of comparing 2 detection systems is discussed. It is shown that the optimum system is quite sensitive to the details of the noise statistics. It is concluded that if 2 systems are evaluated in the presence of the same, but not necessarily known, background statistics then the better system is that which provides a uniformly lower cost.
