A system is described for long-range communications between ground and a low-orbiting satellite. The ionosphere is likened to a spherical Luneberg lens the refractive index for a small region is defined. Under certain restrictive conditions, it is shown that a ray properly injected in the ionosphere can travel long distances without entering the upper atmosphere. A method for possible injection of the rays is discussed.
